Colonel Fubster is a retired friend of Aunt Marge's who cares for her dogs
when she is away at the Dursley's during the summer holidays before Harry's third year. The year before this visit to
the Dursley's, Colonel is hored by Aunt Marge to drown one of her puppies because it is too small and runty. She also broke
a wine glass at his house several days preceding her visit by sqeezing it too hard.
